CONSTITUTION AND BY-LAWS

ARTICLE I – NAME OF ASSOCIATION

The name of the Association shall be “Sri Lanka-Korea Rural Development Administration Alumni Association” hereinafter referred to as “SriLanKoRDAA”

ARTICLE II –HEADQUARTERS

The Association shall be located at the Head Office of the Department of Agriculture, Peradeniya, Sri Lanka.

ARTICLE III – OBJECTIVES

The overall objective of the Association shall be to establish and sustain collaboration between Korea and Sri Lanka, and among all its members in the spirit of mutual cooperation.

Specifically, the objectives of the Association shall include the following:

  1. To forge liaison between and among members through various activities such as conferences, seminars, dialogues, civic and non-civic activities, among others;
  2. To provide a venue for information exchange related to research and development in agricultural and natural resources;
  3. To encourage the establishment of appropriate collaborative activities to ensure continuous technology sharing among members;
  4. To facilitate the well-being of the members

ARTICLE IV – FUNCTIONS

In pursuance of the above objectives, the Association may undertake one or more of the following activities:

  1. Convene General Assembly to discuss the Association’s administration, general programs, and policies;
  2. Organize working committees/groups, meetings and seminars to discuss specific problems and issues related to the Association;
  3. Collect, collate and disseminate research information to all members through publication/newsletters;
  4. Maintain linkages with members’ agencies, institution or organizations and other entities undertaking similar activities.

ARTICLE V-MEMBERS' RIGHTS, DUTIES AND RESPONSIBILITIES

Membership to the Association shall be open to those Sri Lankans who had visited RDA, Korea as trainees, exchange mission experts, official representatives, collaborative researchers, honorary scientists, as well as presenters or participants in conferences, seminars, and workshops. Membership may be sought by submitting an application to the Secretary of the Association with the membership fee of either Rs. 500 .00 for annual member or Rs.2500.00 for life member.

Members of the Association shall have the following rights:

  • To exercise the right to vote on all matters pertaining to the affairs of the association;
  • To be eligible for any elected or appointed office of the Association;
  • To participate in all deliberations / meetings of the Association;
  • To avail of all the facilities of the Association; and
  • To have access to all the records or books of the Association during business hours.

Members of the Association shall have the following duties and responsibilities:

  • To obey and comply with the constitution and by-laws, rules and regulations that may be promulgated by Association;
  • To attend all meetings that may be called by the Officers and Board of Trustees; and
  • To pay membership fees and other dues of the Association.

Any member desiring to withdraw from the Association shall notify the Secretary in writing and shall take effect from the date of receipt of notice by the Secretary. Also, any member could be expelled from the association by the Executive Committee for violating the constitution.

ARTICLE VI –EXECUTIVE COMMITTEE

The executive committee shall be composed of nine members including the President, Vice-President, Secretary, Treasurer, Liaison Officer and four committee members. They shall be elected by the membership at the annual general meeting.

The president shall preside in all meetings of the Executive Committee and General Assembly. The Vice-President shall exercise and perform all duties of the President during the absence of the latter, and such other duties as may be assigned by the President.

The Secretary shall be the chief of the Secretariat of the Association. He/she shall be responsible for the execution of all activities approved by the Advisory Committee, the Executive Committee and the general assembly. He/she shall prepare the minutes of all the meetings and these minutes must be kept for proper monitoring of all activities of the Association.

The Treasurer shall be responsible for handing the funds, receipts and disbursements of the Association. He/she shall keep all the books of accounts, which shall be open to inspection by any members and by the Advisory Committee. He/she shall perform other duties that may be required by the Advisory committee and the Executive Committee.

The officers shall manage the affairs of the Association in accordance with the constitution and the policies and directives adopted by the General Assembly, the Executive Committee and the Advisory Committee. They shall report to the Assembly the progress made on the approved program of activities in fulfilling the objectives of the Association.


All officers of the Association shall hold offices for two years and until their successors are duly elected and qualified.

ARTICLE VII –ADVISORY COMMITTEE

There shall be an Advisory Committee, which will advise the Association on all relevant matters. The Advisory Committee shall be composed of the following:

a. Representative of Korean Ambassador in Sri Lanka
b. Director General, Department of Agriculture
c. Dean, Faculty of Agriculture, University of Peradeniya
d. Director of KOICA office, Colombo
e. President of SriLanKoRDAA
f. Any co-opted member such as representative from ERD


ARTICLE VIII– MEETINGS

  • The General Assembly shall convene once a year on a date decided by the Executive Committee.
  • Special General Meetings shall be held at the request of the Executive Committee or the written request by one – third of the membership.
  • Executive Committee Meetings shall be held at least monthly.

ARTICLE IX - FUNDS

The funds of the Association shall be derived from registration fees, annual dues, donations, proceeds from fund raising activities, and other assessments that may be imposed by the Association from time to time.

Withdrawal from the funds of the Association shall be duly signed by the Treasurer and countersigned by the President or the Secretary.

Purchase of Treasury bills or opening of saving account will be executed for part of money in the account.
Resident Foreign Currency (RFC) account also will be opened to deposit any such donations of foreign currency.

The fiscal year of the Association shall be from January 1st to December 31st of each year. Annual accounts must be audited by an officer appointed out side the membership for this purpose by the Executive Committee.

ARTICLE X– SEAL

The seal of the Association shall be in such form and design as may be determined by the Executive Committee.

ARTICLE XI– AMENDMENTS

The Constitution and By-Laws may be amended or repealed by a majority vote of the members at any regular meeting or special meeting duly held for the purpose.


Adopted this 10th day of, June 2005 at Gannoruwa, Peradeniya, Sri Lanka by the affirmative vote of the undersigned members representing a majority of the members of the Association in a special meeting duly held for the purpose.
